MCLS American Rescue Plan Act Grant for Academic Libraries

About the Grant

Midwest Collaborative for Library Services (MCLS) is a non-profit, member-driven organization whose mission is to facilitate sharing resources and to collaborate with other organizations to benefit Indiana and Michigan libraries. St. Clair County Community College Library has been a member of the organization for over 30 years. 

In early 2022, MCLS was awarded American Rescue Plan Act (ARPA) monies by the Library of Michigan to support the digital content needs of publicly funded academic libraries in Michigan, including universities, community colleges, and Michigan's three tribal colleges. Across the nation, ARPA monies for libraries were funneled to states through the Institute of Museum and Library Services

Grant Requirements:

  • Publicly funded institution of higher education
  • Michigan libraries only
  • Fund distribution based on:
    • Eligibility
    • County data points (SNAP/Unemployment/Broadband/Poverty)
    • Agreement to complete evaluation and short report in November 2022 on library use of funds. 
  • Content requirements for selecting materials to purchase:
    • Digital content from selected vendors
      • Perpetual access purchase
      • eBooks
      • Videos
      • Back runs of journals
  • Content subject matter requirements
    • Education focused
      • All academic subjects/disciplines eligible
      • No popular fiction
  • Eligible ebook vendors participating
    • EBSCO
    • Gale
    • Infobase
    • OVID
    • Oxford
    • ProQuest
    • SAGE
    • Wiley
  • Timeline:
    • March 2022 - Academic libraries notified of grant
    • April 2022 - Participating libraries attend webinars and information sessions presented by MCLS and vendors
    • May - June 2022 - SC4 librarians worked on selection
    • July 15, 2022 - Deadline for purchase
    • December 23, 2022 - Evaluation report due to MCLS. Completed December 7, 2022.

Based on the guidelines given, the SC4 library was awarded about $12,000.00.

 

How the SC4 librarians selected titles for purchase:

The SC4 librarians decided to primarily purchase materials by or about underrepresented populations with the grant funds. This focus fills a gap in the library collection and meets the library's goal to foster an inclusive climate for students and staff. It also meets the College’s General Education Civic Responsibility Outcome 3: Demonstrate an understanding of global awareness through a knowledge of international political, economic, social, and environmental factors. A few relevant nursing ebooks were also selected. Altogether, 140 titles were selected and received.
